Background
Funded by the U.S. Agency for International Development (USAID), the MTaPS Program, implemented by Management Sciences for Health, provides pharmaceutical system strengthening assistance for sustained improvements in health system performance and to advance USAID’S goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combating infectious disease threats, as well as expanding essential health coverage. The goal of the global, five-year (2018–2023) program is to enable low- and middle-income countries to strengthen their pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential medicines and medicine-related pharmaceutical services. To achieve this goal, the MTaPS program has the following objectives:
- pharmaceutical sector governance strengthened
- institutional and human resource capacity for pharmaceutical management and services increased, including regulation of medical products
- availability and use of pharmaceutical information for decision making increased and global learning agenda advanced
- pharmaceutical sector financing, including resource allocation and use, optimized
- pharmaceutical services, including product availability and patient-centered care to achieve desired health outcomes, improved
The DDA is the national medicine regulatory agency of Nepal established as per the Drugs Act 1978 and is one of the departments of the Ministry of Health and Population. The Act also provides the DDA a mandate to carry out its regulatory functions. DDA has 75 staff working in its central office in Kathmandu and three branch offices in Biratnagar, Birgunj and Nepalgunj. Since early 2020, MTaPS Program has been supporting the DDA to increase its maturity level as per the World Health Organization global benchmarking tool. As result of this support documents are produced by the different MTaPS Nepal staff to be shared with other MTaPS teams, country counterparts and USAID for review and comment. Once comments received are addressed by the country team, the documents need to be finalized for submission. MTaPS Nepal is looking for a technical editorial reviewer to assist in writing, reviewing and updating reports and other technical documents related to pharmaceutical system strengthening.
The consultant will be supervised by, and reported to the Country Project Director, Birna Trap at MTaPS Nepal. The consultant will liaise with other country team members, relevant MTaPS headquarters, and regional technical staff, and will work in collaboration with DDA, MOH and other relevant country stakeholders.
Description of services to be provided:
- Edit and finalize draft documents for final clearance in compliance with USAID guidelines and branding rules in English.
- Ensure grammatical accuracy, factual accuracy, consistent and logical formatting, and coherence Review program-related documents, donor reports, training materials and other documents for clarity, readability, and consistency and technical content. Ensure that all content is free of spelling mistakes, professionally and logically presented removing redundant content.
- In collaboration with technical staff, guide the drafts through fact-checking, track responses to queries, edit and review final copy of report or document. Proof-read layout files, including checking spelling, as well as acronyms and other abbreviations, style consistency, layout, and references.
Consultant qualifications requirements:
- Master’s degree in the public health or pharmaceutical field, logistics or supply chain.
- Minimum of 10 years of professional experience in writing and editing technical reports, briefs, monthly or quarterly reports, training materials and guidelines in English related to pharmaceutical or supply sector.
- Prior experience working with international organizations or USAID-funded projects preferred.
- Demonstrated working experience with pharmaceutical sector programs.
- Fluency in English or American English as mother tongue preferred.
- Solid editorial skills with demonstrated ability for logical and analytical writing and editing.
- Ability to work in a fast-paced environment and produce quality work in a short time, within deadlines and under pressure.
- Ability to organize the work independently with minimum supervision.
