JOB DESCRIPTION
Job Title: Pharmacy & Logistics Supervisor
Field Location: 100% Field Based
Reports to: Project Manager
1. JOB PURPOSE
The role’s main purpose is to support improvements in pharmacy, logistic and supply chain management in PHASE health project locations in Mugu district in Nepal. The post is 100% field based in remote areas.
The post holder will be responsible for coordinating and optimizing medicine procurement, storage, distribution, and inventory management processes. He/she will collaborate with local health coordinators to enhance stock management across in all project health centres by supporting logistics of pharmacy procurement, supporting to maintain the supply chain for medication, consumables and equipment, and by providing training to the project staff and local government health centres in stock management and in principles of safe prescribing and medication management.
The role requires sound judgement and good analytical skills to be able to make recommendations to senior managers on how to improve staff performance, performance management and implement changes from national health policy into PHASE Nepal programmes.
2. DELIVERABLE GOALS
- Do any task related to the PHASE health program as deemed appropriate by line manager, as long as it is within the employee’s competence – in particular, but not exclusively:
- To collaborate with local level authorities, health coordinator and healthcare providers to maintain an accurate list of essential medications and supplies needed for health facilities.
- Ensure necessary permissions, quality certificates and licenses are obtained for the goods that are procured by the organization and local government.
- To support local level health professionals and managers to prepare procurement plan.
- To ensure all procurement procedure principles are followed as per the public procurement act and regulations.
- To ensure supply chain of medication and equipment are maintained.
- To provide logistic and pharmacy management training to the health workers.
- Supportive supervision of the health centres and onsite coaching regarding the logistic management.
- To supervise health workers in monitoring inventory levels, expiry dates, and quality of pharmaceutical products to prevent stock outs and wastage.
- To provide inventory management and bookkeeping training to the health workers.
- To coordinate with central office, suppliers, distributors, and partners to ensure timely and cost effective delivery of medicines and equipment.
- Ensure logistic activities as perthe government and PHASE guidelines.
- Prepare reports as perthe government and PHASE formats.
- As required, liaise between project areas and office, and other organisations linked to the health projects.
3. KNOWLEDGE, TRAINING AND EXPERIENCE
- Diploma in pharmacy and registered in Nepal Pharmacy Council (NPC) with minimum 2 years of experience.
- Should have sound knowledge and practice on inventory management.
- Good communication and interpersonal skills
- Ability to adapt to living and working in remote location as well as flexibility to be redeployed to another location as required.
- Ability to observe, problem solve and accurately analyse situations, act calmly and make sound decisions in pressurised situations.
- Willingness to learn basic indigenous language to communicate with the local community.
- Ability to stand in front of a group of people, funding donor, senior managers or community leaders and present information without showing fear or arrogance.
- Ability to challenge staff on their working practices and delegate work as necessary.
- Well motivated, team member able to work alone and/or without supervision. Have sound judgement and the ability to make difficult decisions independently.
- Training and experience on eLMIS and DHIS-2 preferred.
