Supply Chain Officer (GPACCM) – (2407104)

Purpose of the Position:

Recognizing continued limitations in access to cancer medicines and in line with the mandate from WHA 70.12, the Global Platform for Access to Childhood Cancer Medicines (GPACCM) was announced by St Jude Children’s Research Hospital and the World Health Organization (WHO) in Dec 2021, founded on the commitment by St Jude Children’s Research Hospital to support the Platform.

Nepal has been chosen from the Southeast Asia Region as one of the initial six pilot countries to receive essential childhood cancer medications through GPACCM. This groundbreaking platform’s goal is to ensure the provision of safe and effective cancer medicines in Nepal. To achieve this, the Ministry of Health and Population (MoHP), WHO, St. Jude, and the United Nations Children’s Fund (UNICEF) have been collaborating closely.

The WHO Country Office is preparing to provide full support to MoHP in facilitating the delivery of childhood cancer medicines to service provider hospitals. To assist with GPACCM activities in Nepal, a pharmacist will be hired through an SSA contract to support both MoHP and the WHO Country Office.

The incumbent will be based within the Management Division (MD) and will support the GPACCM project implementation and coordination, acting as the platform liaison with MoHP, and/or other stakeholders.

 

Description of Duties:

Under the overall guidance of WHO Representative to Nepal, direct supervision of Team Lead, NCD and in close coordination with MoHP counterparts, National Professional Officers, the incumbent will perform below duties:

  1.  Contribute to the implementation and coordination of GPACCM in collaboration with Ministry of Health, Cancer Disease Hospital, and other stakeholders important for the initiative.
  2.  Support the Steering Committee and Technical Working group created for the GPACCM platform. Elaborate agenda, minutes, and reports from the meetings to be presented to the AOU.
  3.  Complete/adapt the governance ToR provided by the AOU, describing the Steering Committee and Technical Working Group functions, roles and responsibilities and organization.
  4.  Collaborate in the drafting of the implementation Plan in close collaboration with the Ministry of Health, keeping in mind dates of delivery.
  5.  Provide program support for implementation of the GPACCM project including ensuring accurate quantification and rational use of childhood cancer medicines.
  6.  Upon arrival at the airport, ensure the medicines are received and promptly transported to the central warehouse in Teku, maintaining optimal storage conditions.
  7.  Be responsible for receiving medicine requests from hospitals and coordinating with them to ensure timely and smooth deliveries.
  8.      Collaborate with hospitals to collect consumption and forecasting data for medicines, maintain records at the LMD, and share them with St. Jude’s Children’s Hospital, WHO and UNICEF
  9.      Coordinate with MOHP, MD, and DDA, UNICEF and ensure that all necessary paperwork for waiving incoming medicines upon their arrival in the country is prepared and ready.
  10.   Attend to the biweekly meetings of the Platform with the RO/CO. Elaborate materials, reports and/or logistics for special presentations or meetings.
  11.   Ensure Supply Chain related policies and procedures are current and adhered to. Perform other additional duties as assigned by the supervisors including duty travel as per the program requirements.
  12.   Producing detailed monthly and quarterly GPACCM initiative reports outlining the activities relating to the work plan, as detailed above.
  13.  Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

 

Qualification Required:

Education:

Essential:

University degree in the field of Pharmacy and registered with Nepal Pharmacy council.

Desirable:

Masters degree in Pharmacy or Public Health, or supply chain management.

Experience: 

Essential:

At least three years of experience in managing supply chain management in pharmaceutical areas.

Desirable:
1. Experience working in a hospital setting.
2. Some level of leadership roles or project management in supply chain.

  1. Ability to collate evidence and synthesize complex clinical and scientific information.
  2. Ability to multitask and coordinate multiple work streams at the same time.
  3. Excellent interpersonal skills, tact, discretion, and diplomacy.
  4. Ability to effectively work with government, development partners and collaborating agencies.

Other Skills (e.g. IT):

  • Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment.
  • Knowledge of online communication best practices.

REMUNERATION:

Monthly Salary: (Net of tax) NPR 196,102.00.  at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA)
